washed out pastel colored hair is cheesy.  you got this look when you would manic panic your hair into a deeper clown color and then not have the time, funds, care, to continue to dye it every 15 days. this was the mark of super poor/punk rock kids who were too busy running away/avoiding foster care to deal with shoplifting from the beauty store. i dislike it on any one who is not crust via class/subcultural devotion. 

It’s a nice look for mug shot, though.
